FEMA provides emergency management and preparedness funding to Washington state to sustain and enhance the capacity to prevent, mitigate, respond to, and recover from all-hazards or terrorist events. Funding is allocated to tribal governments, local jurisdictions, state agencies, and nonprofit organizations to support citizens and first responders before and after disasters and other emergencies.

There are seven FEMA preparedness grant programs that are managed by the Military Department/Emergency Management Division:

    • State Homeland Security Program (SHSP)
    • Urban Area Security Initiative (UASI)
  • Emergency Management Performance Grant (EMPG)

    Program Specifics

    Counter-Unmanned Aerial Systems Grant Program (C-UAS )

    The Counter-Unmanned Aircraft Systems (C-UAS) Grant Program funding is designed to enhance state and local capabilities to detect, identify, track, or monitor unmanned aircraft systems (as defined in 49 U.S.C. § 44801), consistent with Titles 18 and 49 of the U.S.C. This funding supports U.S. state, local, tribal, and territorial governments in combatting the unlawful use of unmanned aircraft systems that pose a threat to the safety and security of the American people, communities, and institutions.

    For Fiscal Year 2026, DHS/FEMA will prioritize $250 million in funding for the 11 states that are hosting FIFA World Cup 2026 events of which Washington is one. These states will receive statutory minimums, with additional competitive funding available for proposed projects. The outstanding $250 million will be distributed in Fiscal Year 2027 to all 56 states and territories, with an expanded focus on building national detection and response capacity.

      Emergency Management Performance Grant (EMPG)

      The EMPG program assists state, local, territorial and tribal governments to build, sustain and deliver core capabilities needed for execution of critical tasks across the Prevention, Protection, Mitigation, Response, and Recovery mission areas, as authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act (the Stafford Act), as amended (42 U.S.C. §§ 5121 et seq.) and Section 662 of the Post Katrina Emergency Management Reform Act of 2006, as amended (6 U.S.C. § 762). EMPG provides emergency management organizations with the resources required to implement the National Preparedness System and support the National Preparedness Goal of a secure and resilient nation.
      A portion of each award is passed through to eligible city, county, and tribal emergency management organizations. Eligibility requirements and the allocation methodology are documented within WAC 118-09.

      FIFA World Cup Grant Program (FWC)

      Funding under the FIFA World Cup (FWC) Grant Program will enhance security and preparedness for the 2026 FIFA World Cup events in the United States. This standalone grant program supports the safe execution of the largest sporting event in history, co-hosted with Canada and Mexico.

      Funding will be subawarded to the Host City Committee Task Force in each of the 11 host cities who will then make subawards to local units of government to carry out the extensive security activities required to protect players, staff, attendees, venues, and critical infrastructure across the host cities, strengthening them against potential terrorist attacks.

      The project solicitation period for FWC will open in January 2026.

      Homeland Security Grant Program (HSGP)

      HSGP is comprised of three interconnected grant programs:

      • State Homeland Security Program (SHSP)
      • Urban Area Security Initiative (UASI) and
      • Operation Stonegarden (OPSG).

      These risk-based grants assist state, local, tribal and territorial efforts in preventing, protecting against, mitigating, responding to and recovering from acts of terrorism and other threats that pose the greatest risk to the security of the United States.

      Together, these three grant programs fund a range of preparedness activities, including planning, organization, equipment purchase, training, exercises, and management and administration across all core capabilities and mission areas.

      EOC Grant Program

      The EOC grant program is designed to improve emergency management and preparedness capabilities by funding flexible, sustainable, secure, and interoperable EOCs. The program supports state and local governments as well as federally recognized Tribes with EOC construction and/or renovation projects.

      Nonprofit Security Grant Program

      Button says Contact Preparedness Grants

      NSGP provides funding for target hardening and other physical security enhancements and activities to nonprofit organizations that are at high risk of terrorist or other extremist attack. The intent is to integrate nonprofit preparedness activities with broader state and local preparedness efforts. It is also designed to promote coordination and collaboration in emergency preparedness activities among public and private community representatives, as well as state and local government agencies.

      State and Local Cybersecurity Grant Program

      SLCGP assists state, local, and tribal governments with managing and reducing systemic cyber risk, improving the security of critical infrastructure and the resilience of services. 

      The Emergency Management Division and Washington Technology Solutions (WaTech) have partnered to oversee the grant. EMD administers and manages the grant and any allocated pass-through awards. WaTech is responsible for plan development and approval of projects. 

      Funding is projected to be allocated each year for four years, federal fiscal years 2022-2025. Additional information can be found on WaTech’s website — State & Local Cybersecurity Grant Program.
